Key activities in Development include writing and producing the learning materials. If the design called for e-learning modules, this is when the team uses authoring tools (like Articulate Storyline, Adobe Captivate, or others) to create those modules ,  developing slides, interactions, quizzes, and so forth. For instructor-led segments, development might involve creating presentation decks, facilitator guides, or role-play scenarios. Multimedia elements are also developed now: videos are filmed or animated, graphics and infographics are designed, and any interactive elements (e.g. simulations, games) are programmed. Throughout this process, it’s essential that the content remains true to the learning objectives and instructional strategy set earlier. Every screen, script, or activity should trace back to an objective or outcome to ensure focus and relevance.

One hallmark of mastering the Development phase is maintaining an iterative and quality-focused approach. Rather than building the entire program in one go and then unveiling it at the end, effective L&D teams often adopt mini-cycles of develop -> review -> refine. For example, they might fully develop one module or a portion of the content and then conduct a pilot test or quality assurance review before proceeding further. By the end of the Development phase, the output is the fully realized training program, ready for deployment. Mastery of this phase comes down to discipline and attention to detail: sticking to the design plan while remaining responsive to feedback, and ensuring the content not only looks and sounds good but will perform reliably in the technical environment. When development is executed well, the resulting training content is engaging, accurate, and robust ,  setting the stage for a smooth rollout and high learner acceptance.

Implementation: Delivering Training and Driving Engagement

Implementation is the moment of truth: the phase where all the carefully designed and developed training elements are delivered to the learners. In a corporate training context, Implementation often means rolling out the program across the organization via the LMS, coordinating the scheduling and logistics for any live components, and promoting the training to ensure uptake. Success in this phase depends on more than just uploading a course ,  it requires thoughtful change management, communication, and support strategies to get the most out of the learning initiative.

A primary step in Implementation is to ensure technical readiness and accessibility. Before inviting the full audience, L&D teams will double-check that the content is properly deployed on the LMS and that user access permissions are set correctly. For example, if the training is mandatory for certain departments, the LMS should be configured to enroll those employees (or at least make the course visible to them) and perhaps send automated notifications about deadlines. It’s also important at this stage to verify that the LMS can handle the expected load ,  if thousands of employees will hit the system in a short window, the IT team might need to ensure servers and bandwidth are prepared. Many organizations do a soft launch or staggered rollout (e.g., one division at a time) to mitigate any technical risks. Are people starting the course as expected? Is there a drop-off at a certain module? By catching these patterns early, adjustments can be made ,  perhaps a reminder email needs to be sent, or a particular section might need clarification if users seem to stall there. This is where the iterative mindset continues even in Implementation: treat the launch not as the end, but as another opportunity to gather feedback and improve. Many organizations do a pilot implementation (e.g., roll out to one department or a small group first) to gather such feedback, then refine the program or fix issues before the full launch. This pilot approach, if feasible, can significantly smooth out the implementation for the broader audience.

Finally, Implementation is about ensuring the learning doesn’t happen in a vacuum. To truly drive performance change, learning transfer to the job must be supported. This often means integrating the training with on-the-job activities or follow-ups. In the corporate world, evaluation is where learning meets accountability: it’s the process of determining whether the training achieved its objectives and delivered a return on expectations (or even return on investment) for the business. Mastering this phase is crucial for L&D teams to demonstrate value to leadership and to continuously improve their programs for sustained success.

A comprehensive evaluation operates on multiple levels. A classic framework many organizations use is Kirkpatrick’s Four Levels of Evaluation, which assesses: Reaction ,  how learners felt about the training, Learning ,  what knowledge or skills they acquired, Behavior ,  how their on-the-job behavior changed as a result, and Results ,  what business outcomes were impacted. In practical terms, the evaluation phase should gather data and feedback corresponding to these levels:

  • Learner feedback and satisfaction: Shortly after training completion, collect participants’ feedback. This can be via immediate post-course surveys (sometimes called “smile sheets”) delivered through the LMS or email. While these are subjective, they reveal whether learners found the content engaging and relevant. High satisfaction doesn’t guarantee results, but very low satisfaction might indicate issues that need fixing (e.g., content was too theoretical or the platform was hard to use).
  • Knowledge or skill assessment: Look at the assessment results from during the training. How did learners perform on quizzes, tests, or practical exercises? The LMS will have records of scores and completion rates. If the training included a final exam or certification, the pass rates and scores are direct indicators of the learning level achieved. In some cases, organizations also administer a pre-test and post-test to measure the knowledge gain ,  if the design included that, this is the time to analyze the improvement between pre and post results.
  • Behavior change and application: This level of evaluation happens after learners have had a chance to apply the training on the job, often a few weeks or months later. It typically involves gathering input from managers or observing key metrics. For example, if the training was on safety procedures, are we seeing fewer safety incidents now? If it was a sales training, have conversion rates or average deal size improved? Sometimes follow-up surveys are used ,  asking learners and their supervisors if the learned skills are being used in daily work. The LMS or other performance support tools might also track ongoing practice activities (for instance, a post-training assignment submitted via the LMS, or refresher microlearning modules completed later) to see if engagement continued.
  • Business results: Finally, tie the training back to the high-level metrics defined during the Analysis phase. This could include productivity measures, quality improvements, financial outcomes, customer satisfaction scores, employee retention rates, etc. For instance, if the training aimed to reduce error rates in a process, check the error rate data; if it aimed to improve customer service, examine customer feedback or Net Promoter Scores after training. In some cases, calculating a straightforward ROI is possible ,  for example, if turnover was reduced and we know the cost saved by retaining employees, or if sales went up by a quantifiable amount after training. Often, training is one of several factors influencing business metrics, so it may not get 100% credit, but showing a plausible link with supporting data is powerful.

Many systems also allow custom reports, so you can combine data (e.g., correlate quiz scores with job role, or see if those who spent more time in training perform better on the assessments). Additionally, if you built surveys into your courses or as follow-up modules, the LMS can aggregate those responses. Some organizations integrate LMS data with other business data (from HR systems, CRM, etc.) in a data warehouse or business intelligence tool, to directly analyze impact. For example, an L&D analyst might pull data to show that “Teams who completed the training saw a 10% increase in productivity, compared to no increase in teams that have not yet taken it.” Such analysis elevates the conversation from anecdotes to evidence.

However, not everything can be captured in numbers alone. Qualitative insights remain important.
